In fact, as of the time of this post the 2 urls that hit the 404 above are actually legit urls - I'm able to navigate to that path and download the metadata file myself. There's no consistent way I've found to reliably repro the error.
This is also intermittent - I'm actually hitting this in a docker build (yum install, or even yum downgrade), but when I try to reproduce it, sometimes it succeeds and sometimes it fails. The exact metadata filename changes frequently.
